Re: Vadim Thomas Appointed Director of Public Safety and Emergency Management 

I am pleased to announce the appointment of Vadim Thomas for the position of Director of Public Safety and Emergency Management.  Mr. Thomas will report to the Vice President for Administration, Claude Rounds, and will begin employment on Friday, June 1, 2018.

Mr. Thomas recently retired from the Federal Bureau of Investigation (FBI) after serving as the Special Agent in Charge for the Albany Field Office after a 22-year career in public safety administration and law enforcement. As the Special Agent in Charge, Mr. Thomas was responsible for leading the FBI Albany Field Office, where he directed over 200 personnel in overseeing terrorism, counterintelligence, and criminal investigations for the states of New York and Vermont. Prior to serving as Special Agent in Charge, Mr. Thomas served as the FBI Inspector in the Washington, D.C., Office for 56 field offices; Assistant Special Agent in Charge of the Albany Field Office, where he was responsible for the Criminal, Crisis Management, and Administrative programs; and as Supervisory Special Agent in the New York Office in leading the Cyber Crime squad for investigating criminal and national security investigations. 

As a leader in public safety administration, Mr. Thomas forged collaborative relationships among and between local, state, and federal agencies. His international experience includes leading the Corruption Investigations Unit in Afghanistan, working in conjunction with European, Australian, and Canadian law enforcement agencies.

In 2015, Mr. Thomas received the Director's Award for Excellence in Compliance and Integrity; the Shield of Bravery Medal for Actions in the World Trade Center in 2001; the Combat Theater Award for Service in Afghanistan from the FBI; and the NYPD Russian-American Officers Association Lifetime Achievement Award. Mr. Thomas served as a member of FBI Director's Diversity Executive Council as the Senior Executive Champion for the FBI LGBT and Allies Committee. 

Mr. Thomas holds two master's degrees-a master's degree in national security and strategic studies from the U.S. Naval War College, in Newport, Rhode Island; and a master's degree in law and diplomacy, international security and international law from Tufts University, in Medford, Massachusetts. He received his bachelor's degree in international relations and government from the University of Notre Dame, in Notre Dame, Indiana.
